DPME has led a process of discussion and collaboration with the transversal departments responsible for improving various aspects of management practices (National Treasury, DPSA, DCOG and PALAMA) as well as the Premiers‟ Offices and the institutions with independent monitoring responsibilities (the OAG and the OPSC), to agree on a framework for holistic management performance assessments in South Africa.

The application of the MPAT has been piloted in several national transversal departments and is currently being piloted at provincial and municipal level, in conjunction with the Office of the Premier in Mpumalanga and the department responsible for local government in Kwa-Zulu Natal

M&E Should it be split??

I pose a question I believe that Monitoring and Evaluation should be split from one another!!
Government should have a dedicated Monitoring unit. Focus on compliant issues. And then Evaluation section conducting ppurely evaluation assessments.

Snail Progress on the implementation of M&E in the public sector.

It is about 5-years M&E was introduced in the public sector.But there is snail progress with regard to implementation. M&E Units concentrate on Monitoring alone leaving behind evaluation.The implementation of Evaluation Projects might have averted the current predicament where some provinces and departments are put under administration.Most departments developed M&E Frameworks with the help of external consultants.

"Framing an evaluation" means deciding what to evaluate the purpose of the evalution and what the main evaluation questions will be.

Here is example of some questions

What were the objectives of the programme and how well were they achieved?
Did a secondary housing market develop so that beneficiaries could realise the economic value of their asset?
Did the housing programme create sustainable human settlements?
