"Framing an evaluation"  means deciding what to evaluate the purpose of the evalution and what the main evaluation questions will be. 

Here is example of some questions

  • What were the objectives of the programme and how well were they achieved?
  • Did a secondary housing market develop so that beneficiaries could realise the economic value of their asset?
  • Did the housing programme create sustainable human settlements?
